Today, the RFP (Request For Proposal) Public Bid-opening ceremony of the ongoing Value-Added Concession (VAC) Procurement process under the HDMI held.

For those who don't know what HDMI means, it's the Highway Development and Management Initiative of the @FMWHNIG. The Initiative is aimed at bridging the road infrastructure deficit in the country, through concessions.

For clarity, the VAC part of the HDMI is not a Privatization scheme but a PPP initiative that will bring sustainable development and management to Federal Highways and all assets along the Right of Way through private sector investors.

Concessionaires will be responsible developing and managing respective highways for an agreed period of time, including the economic rights over all revenue generating commercial activities from the Highway Economy along the Right of Way.

Just like the RFQ (Request For Qualification) bidding in June 2021, this public bid-opening for the RFP is a milestone that further proves the Ministry of Works and Housing’s commitment to ensuring a robust, diligent, and transparent process. #HDMIMilestones #VACRFPBidOpening

During the bid ceremony, Permanent Secretary, Ministry of Works and Housing; Mr. Babangida Husseini expressed excitement at the impressive show of interest by Nigerian and International firms.

75 of the firms that completed the RFQ application were for the Value-Added Concession. Following the evaluation process, 18 firms have so far been shortlisted to progress to the next phase of procurement. #HDMIMilestones #VACRFPBidOpening

2 important milestones since the conclusion of the RFQ in June, and the RFP today include;

- The Approval of the National Tolling Policy by FEC in August 2021;

- And the Environmental Impact Study by the Ministry of Works and Housing

There will be many other milestones to look forward to during the remaining stages of the PPP Procurement process.

Selection of Preferred Bidders (and Reserved Bidders), Negotiation stage, Submission of Full Business Case, FEC Approval, Commercial Close, Financial Close etc.
