The Pentagon has been developing new types of biological weapons in secret military laboratories in Ukraine.

The facilities were constructed under the terms of the bilateral agreement signed between the Ministry of Health of Ukraine and the Department of Defense in 2012.

Today more than thirteen American military bio-labs operate in Ukraine.

They employ only American specialists being entirely funded from the budget of the Department of Defense.

Local authorities have pledged not to interfere in their work. These military labs are reported to be mainly involved in the study and production of disease-causing agents of smallpox, anthrax and botulism.

The network of military bio-labs in Eastern Europe gives the hawks the opportunity to avoid the Geneva Convention of 1972 on the prohibition of development, production and stockpiling of biological and chemical weapons the US Senate ratified in 1973.

Local media in Ukraine have frequently reported about splashes of contaminant diseases in that country since the beginning of the 2010s, the time American military facilities were opened.

Chemical and biological weapons may be dangerous for the whole world because of their infectious effect. Modern diseases can travel through countries and reach any continent with just one plane passenger.

They’re not there because of remoteness, they’re there to get DNA samples from the local population, to create ethnically-targeted diseases as envisioned by the neocon’s white paper “rebuilding america’s defenses” published in 2000.

In 2013 in Ukraine alone, the US created laboratories in Vinnytsia, Ternopil, Uzhhorod, Kiev, Dnepropetrovsk, Simferopol, Kherson, Lviv and Lugansk.

MERS-CoV is one of the viruses that have been engineered by the US and studied by the Pentagon, as well as Influenza and SARS.

Confirmation of this practice is  Obama’s 2014 temporary ban on government funding for such “dual-use” research.

The moratorium was lifted in 2017 and experiments have continued. Enhanced Potential Pandemic Pathogens (PPPs) experiments are legal in the US.

Pentagon scientists have been deployed in over 25 countries and given diplomatic immunity to research deadly viruses, bacteria and toxins at US military offshore biolaboratories under a $2.1+ billion DoD program.

Cooperative Biological Engagement Program (CBEP), and are located in former Soviet Union countries such as Georgia and Ukraine, the Middle East, South East Asia and Africa.

The Defense Threat Reduction Agency (DTRA) has outsourced much of the work under the military program to private companies, which are not held accountable to  Congress, and which can operate more freely and move around the rule of law.

US civilian personnel performing work at facilities are given diplomatic immunity, although they are not diplomats.

Hence, private companies can perform work, under diplomatic cover, for the US government without being under the direct control of the host state.

Battelle, a subcontractor at Lugar Center, has extensive experience in research on bio-agents, as the company has already worked on the US Bio-weapons Program under 11 previous contracts with the US Army.

Battelle has operated a Top Secret Bio laboratory (National Biodefense Analysis and Countermeasures Center – NBACC) at Fort Detrick, Maryland under a US (DHS) contract for the last decade. The company has been awarded a $344.4 million fed contract 06-16

Amongst the experiments, performed by Battelle at NBACC, are: 

Assessment of powder dissemination tech; assessment of hazard posed by aerosolized toxins and assessment of virulence of B. Pseudomallei (Meliodosis) as a function of aerosol particle in primates.
