La masacre de Xaman de oct 1995 es conocida como la última masacre del conflicto armado interno de #Guatemala. Hoy comienza el juicio oral y público contra uno de los miembros de la tropa que capturado en mayo de 2021. Hace dos días capturaron a tres otros prófugos en el caso.
El 31 de mayo de 2021, el exmilitar Julio César Armando López Rodríguez, fue capturado. Estuvo prófugo de la justicia durante más de dos décadas. Es uno varios acusados de la masacre contra miembros de la comunidad "Aurora 8 de octubre", en la Finca Xamán, Chisec, Alta Verapaz.
La comunidad "Aurora 8 de octubre" se estableció como parte de un proceso formal que permitía la repatriación de personas que habían huido de #Guatemala debido a las políticas de "tierra arrasada" contra la insurgencia que predominaron entre 1978 y 1985.
La comunidad "Aurora 8 de octubre" incluía a familias que habían regresado de México en 1994 así como a familias q'eqchi' de la región. La masacre se produjo en medio de las celebraciones del primer aniversario de la fundación de la comunidad. #CasoXaman
La masacre de Xaman ocurrió en el contexto de las negociaciones de paz en curso. El entonces presidente Ramiro de León Carpio y una comisión de investigación de alto nivel visitaron el lugar de la masacre al día siguiente de los trágicos acontecimientos. #CasoXaman
En noviembre de 1998, el Tribunal Penal de Cobán, presidido por el juez Héctor Gálvez Velásquez, inició un proceso contra 25 militares por cargos de homicidio. El Alto Mando Militar de aquel entonces afirmó que los oficiales eran inocentes y contrató abogados para defenderlos.
En agosto de 1999, un tribunal declaró a los 25 militares culpables de homicidio y los condenó a una pena de entre cuatro y cinco años de prisión, conmutable mediante el pago de una fianza de cinco quetzales diarios. En 2001, la sentencia fue anulada por la CC y fueron liberados.
En 2003, el Juzgado Penal de Alta Verapaz procesó a 14 de los militares acusados, y otros 11 que no se presentaron a juicio, entre ellos López Rodríguez, fueron declarados prófugos. La Corte Suprema de Justicia ratificó la condena en 2005.
Como López Rodríguez ya fue ligado a proceso, el caso pasó directamente a juicio en el Tribunal Penal de Cobán. Esperemos que haya un proceso justo e imparcial y que los recién detenidos también sean juzgados de modo rápido y justo. #CasoXaman

More bad news from #Guatemala. Attorney General Consuelo Porras is transferring Hilda Pineda, who has successfully led the Human Rights Prosecutor's Office of the @MPguatemala for several years, bringing complex war-time cases to trial, to another unit. Thread.
I met Pineda in 2012 when she was an assistant prosecutor working on the Maya Ixil genocide case against former dictator of Guatemala, Efraín Ríos Montt, under then Attorney General @ClaudiaPazyPaz.
She was young and bright, and quickly ascended to become the head of the unit investigating conflict-era cases. She prosecuted the landmark Sepur Zarco sexual violence, winning a conviction against two military officials for heinous crimes against K'ekqhi women during the war.

A member of JNE, the elections board, has resigned tho he legally cannot do so, preventing the JNE from having a quorum. This bad faith procedural maneuver is intended to prevent Pedro Castillo from being formally proclaimed the winner of the June 6 presidential elections .
If no president is proclaimed by July 28, the head of the congress will be sworn in as interim president on July 28, and presumably would convene new elections.

By my count, in the context of #Peru's 2nd round elections, this is 3rd Ministry of Defense communique clarifying the non deliberative nature of the military. This statement denounces the use of official military insignia by former officials who served under #Fujimori in 90s.
Those ex military officials are pushing the narrative of #KeikoFujimori that the second-round vote was fraudulent. No evidence of fraud has been found, by int'l observers or by #Peru elections officials.
After statement was released, Jorge Montoya, one of the former military officials who signed it—and who is the second-most voted member of the 2021-2026 Congress—called for nullifying the elections, dissolving election authorities, and convening new elections. #Peru Image

Two-time president of #Peru Alan Garcia was about to be arrested as part of a preliminary investigation into corruption when he locked himself in a room and shot himself. All of Peru’s ex presidents are in jail or under investigation for corruption. larepublica.pe/politica/14513…
García, who is 69, is under investigation in Peru over allegations of bribery tied to the sweeping Odebrecht corruption scandal. He has carefully evaded prosecution for many serious accusations of corruption during both presidencies (electric train, petro audios, etc).
He has also managed to avoid #Peru’s sweeping investigations into human rights violations during his first government when he gave the military a blank check to murder suspected insurgents which resulted in mass human rights violations against non-combatant civilians.
