@ToddGloria @RTFHSD Hundreds of volunteers, eh? We We’re grouped into teams of four. We had only 4 hours to count the homeless.Only 4. The four of us were handed five incentive cards TOTAL. They told us we probably wouldn’t need more than that and if we did we could return to the staging area. 1/
@ToddGloria @RTFHSD Some of the tracts to survey were 5-10 miles away. we only have four hours and now we have to make round trips to staging area after only 5 completed interviews? 2/
@ToddGloria @RTFHSD Either that is pathetic planning or it was deliberately built into the count to keep the count artificially low. And we were told we would have SOCKS to give to everyone. Our team arrived at 4 am snd there were no more socks. Everyone else took them we were told. 3/
@ToddGloria @RTFHSD But they Knew we were coming. We made reservations. They could’ve had adequate number of socks on hand for every one of us. Either that is inadequate and pathetic planning or it was deliberately built into the count to keep the count artificially low. 4/
@ToddGloria @RTFHSD Let’s do the math. 5 incentive cards for every 4 volunteers is only 1.25 completed surveys per volunteer. 1400 volunteers? That puts a lid at 1750 surveyed persons. That was the system capacity you programmed into this event. 5/

@ToddGloria @RTFHSD Thirty minute video most of which was how to complete a rather self-explanatory form. Oh, and they referred to term “criminalization” to refer to arresting homeless people for drug crimes which is decidedly NOT what criminalization refers or means. 9/
@ToddGloria @RTFHSD Criminalization Refers to the practice of arresting people for existing: sitting standing and sleeping in public spaces. Not committing crimes that the rest of us could be arrested for but doing things that every housed person does every single day but doesn’t have to subject 10/
@ToddGloria @RTFHSD themselves to the indignities of being arrested. San Diego is cruel and heartless; Ruining lives of poor people for political advantage. It sickens me to no end. The human rights abuses are astounding. Yet no one in City Hall blinks an eye or sheds a tear. 11/
@ToddGloria @RTFHSD We counted 8, I had to return later to pick up three cards and get them belatedly to three survey takers. And we had observed another 5. When I shared the results I was told that was more than anyone else counted. WTF? There were 183 people … human beings … at Sports Arena 12/
@ToddGloria @RTFHSD Now there are 25. The People at that encampment waited for somebody to come and count them. But nobody did. In fact none of the tracts that were available for us to count none, let me repeat myself none were of areas where large numbers of homeless were known to congregate. 13/
@ToddGloria @RTFHSD When I showed up at 4 AM there were a dozen tracts for our team to select from. We were the last team to select. That meant after we chose the tract we chose there were 11 tracts that would never get counted today. Oh well? Another way to keep the count artificially low. 14/
@ToddGloria @RTFHSD There were three other people on the team with me were first time volunteers. They did not work with homeless people on a daily basis. They did not know where people could be found in these tracts. And how could they? volunteers weren’t required to have any knowledge of 15/
@ToddGloria @RTFHSD Of homeless populations nor were they provided any training about how to find them in San Diego. The tracts we had to select from were neighborhoods that the others weren’t even familiar with. They thought they’d be in Hillcrest like I thought b/c we signed up for Hillcrest. 16/
@ToddGloria @RTFHSD My neighborhood in North Park was one of the neighborhoods and you know the area Mr. Gloria. It includes St Augustines, the Catholic school. Not a lot of homeless here. The tract excluded University and El Cajon Blvd. Excluded Morley field. Excluded 30th. And these tracts 17/

@ToddGloria @RTFHSD But Valentine’s Day you ordered your police to ignore CDC guidance that stated Breaking up encampments was a threat to public health and safety and force people to expose themselves to COVID in jail or COVID in a shelter. But NOW you wanna give them a mask to keep them safe? 21/
@ToddGloria @RTFHSD Only because you ran out of socks. Poor planning or you just don’t care about standards of decency and honoring your commitments. They needed socks more than masks. Masks aren’t going to protect them in the shelters you’re trying to shove them into. 22/
@ToddGloria @RTFHSD The numbers in this survey will be meaningless because you didn’t make any effort to assure otherwise. You had police torment the most vulnerable residents for your political gain. YOU did that. What would Jesus say? Or the Pope? You had an opportunity to change things 23/
@ToddGloria @RTFHSD for the better for people struggling to survive and instead you doubled down, ruined lives, and all to prop up yourself and your police donors and your business owners and developers. These people you support don’t need more money but you keep giving them more anyway. 23/

@dark0ne23 @ToddGloria The City was sued because of the Vehicle Habitation law in federal court and court issued an injunction preventing its enforcement. The law is clearly unconstitutional under federal precedent. But unconstitutional laws are also handy enforcement tools for the police. 1/
@dark0ne23 @ToddGloria Mara Elliott defended the lawsuit by repealing the law and then turning around and imposing a new one, equally as unconstitutional but not yet the subject of the federal lawsuit. But whenever the cases under the new law get to court, she dismisses. This way, ... 2/

What's in a number, anyway? Why not 5? Because that's not enough. There are hundreds of changes that need to be implemented. These injustices are systemic. You can't just change the tires of a car in disrepair and hope that they'll be enough to propel it down the road. 2/

There are three ways that prosecutors hide and protect bad cops while systemically disadvantaging blacks: plea bargaining, diversion and absence of oversight in traffic court. A short thread on the hows and what-the-hells.
Plea bargaining. Those who support the status quo will tell you that plea bargaining advantages the criminal. It does not. 95% of cases plead guilty. Those who like to believe the system is fair think this evidences how most people arrested are guilty. It does not. 2/
All it shows is how one side with power can systemically bully those without power to continue oppressing. Sometimes, sometimes, people plead guilty because they are guilty and for no other reason. More often than not there are a lot of other reasons why people plead guilty. 3/
