It looks like, based on current information, the HBAL574 is a Project-Loon high altitude satellite-balloon, but Project-Loon was officially shut down in 2021.
That seems a story unto itself, let along the Phoenix Air N62PG flying patterns over the Pacific. That's a special one.

There's very limited public information available about the TLX-1 Drone Pod, but it does not appear to have anything to do with bio or dispersement systems at all.
