KY Senate budget committee going over changes made to HB 1, the House GOP’s 2-year budget plan

Budget passes committee on party-line vote. McGarvey says Democrats still haven’t seen the committee sub and were only briefed on it by McDaniel an hour ago.

According to McDaniel, the Senate version of HB 1 would leave $1.75 billion in the rainy day fund and would leave $1.278 billion unspent after those two years, even accounting for the $1.015 billion of tax rebates in SB 194.

The fiscal note for HB 8 (the House GOP tax cut bill) said it would reduce revenue by about $1.36 billion over those two years, so (if that remains the case in whatever version of HB 8 emerges) there's about $80 million that would have to be either cut or taken out of rainy day F

Here's one big change in the Senate's committee sub for HB 1, the 2-year executive branch budget bill: it cuts funding for full-day kindergarten.

I'm still trying to piece through all of the differences in the committee sub for HB 1, but McDaniel said he hoped the full Senate would pass it today and they could start the conference committee on the budget bill next week.

And just like that, HB 1 is now on the floor of the Senate.

HB 1 passes 30-6.

House Education committee is meeting now, about to take up SB 83 to ban trans girls from girls athletics in Kentucky.

A committee sub for SB 83 appears to have weakened the bill, as Dotson says there would be no legal recourse for anyone to take under this bill now.

The committee sub would now ban trans girls from girls athletics from 6th grade through college. ACLU says this jeopardizes status with NCAA.

Rep. Timoney (R) is ripping SB 83 and says it will be blocked in court but still cause companies to not locate in Kentucky.
