Judaism has no universal morality. It is a dual master/slave morality where the slave (goy) can never, ever be an equal. This cannot ever change in judaism as it's a fundamental tenet.
Historically only the jews' rejection of judaism, their expulsion, or limiting and restricting their rights in gentile societies worked to contain or repell their evil.
The gentiles great mistake even today is in projecting their own morality onto others whose (dual chosen/unchosen) morality is counter or completely incompatible. i.e. a moral relativists belief system can never be fair and objective.
