Matula has been working as a legal counsel for laborers and unionists for 20 years. He served as commissioner for the labor sector of the SSS from 2006 to 2010, and as executive director of the Presidential Anti-Graft Commission from 2001 to 2002.

Aside from being a lawmaker, Baguilat served as mayor of Kiangan town in Ifugao, and served as governor of the province for two terms – 2001 to 2004 and 2007 to 2010.
