In Ukraine there was a spectrum of actions that could have been taken - not to solve the problem but to avoid catastrophic outcomes. Keep the embassy in Kyiv and surround it with air defences. Move it to Lviv and deploy 500 Marines to provide for its safety.
Declare a NFZ over regions with nuclear power plants. Issue an ultimatum against the use of certain banned munitions and weapons. And so on and so forth…
