New: Los Angeles County Sheriff Alex Villanueva said he is launching a criminal investigation to find out who leaked security video of an incident in which a deputy knelt on the head of a handcuffed inmate for more than three minutes.

In 2017, the Opportunity Zone program was born, creating what would become one of the largest federal programs for steering investment into low-income areas.

It allows investors to park their capital gains in Opportunity Zone projects.
