PTI protests this evening represents serious and profound challenges for Pakistanis invested in a federal, democratic, plural & solvent Pakistan.

1. Military intervention in politics produces unpredictable outcomes. IK is the 3rd. Stop

2. Populist narratives like "imported government" or "foreign conspiracy" are inexpensive to deploy and almost impossible to contain once deployed. They have to be tackled head on. This requires relentless message discipline. Can a motley coalition produce this discipline?

3. The immediate petroleum/gasoline price hikes that government must impose will trigger a wave of genuine discontent. This was a mine IK deliberately left behind for whoever came after him, but consider it blown up. The incoming govt needs to massively scale up BISP / Ehsaas.

کیوں کہ مداخلت کے لیئے تین اہم چیزیں درکار ہیں۔ اور یہ مشکل ہیں

۱) سمجھ۔ دوسرے ملک میں مداخلت کے لیئے اس کو سمجھنا ضروری ہے۔ امریکہ پاکستان کو کتنا سمجھتا ہے؟ اندازہ اس سے لگا لیں کہ ستمبر ۱۱ کے دہشتگرد ہملہ سے اب تک ایک ہی چیز مانگے جا رہا ہے۔ اور وہ اس کو ملتی نہیں۔ اس کو پاکستان کی کوئی سمجھ نہیں۔

۲) دلچسپی یا اہم مفادات: دوسرے ملک میں مداخلت تب وارے پڑتی ہے جب اہم مفادات داؤد پر لگے ہوں۔ امریکہ کی افغانستان سے روانگی کے بعد اس خطے میں دلچسپی کم ہوئی ہے۔ بڑھی نہیں۔ رہی بات اڈوں کی، تو نہ امریکہ نے مانگے، اور نہ ہم نے دینے تھے۔ کیا فوج کو بالکل زیرو سمجھا ہوا ہے؟
There is a more fundamental contest taking place and there isn’t a debate or discussion on it. It just kind of is.
It’s the undercurrent that defines the crisis in Pakistan and the wider global political discourse.
What is this contest?
There are two sides… ⬇️
One one side are those invested in authority & legitimacy that flows from the constitution, the law & the spirit of this law.
On the other side are those that believe that authority & legitimacy only comes from what they feel is “right” to them.
This contest is serious… ⬇️
One of the reasons so many people are in such shock at the government’s manoeuvre (malignant & lacking fidelity to the spirit of due process as it was) is because they expect everyone to play by the “rules”.
But the “rules” don’t work for everyone (or anyone—but the elite). ⬇️
It’s too bad that even genuinely important & good initiatives by government suffer due to poor engagement w the public discourse.
Today’s ceremony to mark the performance of Federal Ministries is the product of a very nascent, but significant process to quantify performance…
…through the framing and setting of specific targets, timelines & milestones for each federal ministry.
It is dismissed because the only visible aspect of the process is the cartoonish certificate awards ceremony—but the actual work of setting targets is incredibly important…
…the nerve centre of this work is the PM Office, where former CS KP Shehzad Arbab has built a team of top professionals that have designed and curated a process and pathway to get ministries to own the work they do against some pre defined outputs.
