Today I spoke to a woman on HC who was sent by her HH to do TDAP programming. This is the outpatient part of the BOP's RDAP program which people do when they are in HH or on HC. She was happy about this because it was something to do and fulfilled a sentencing requirement. /1

So she goes on her first day and it was a whole situation. Her monitor was scrambled because of the building where the TDAP is held (same thing as happened to Gwen Levi). Luckily her CM called the place and verified she was there, spoke to her, etc... but it was scary. /2

Following week: she calls HH to say "hey I'm out the door to TDAP" and HH says "no you're not sorry there's no pass in the system for you." She says "but I have to go; they report directly to BOP if I miss any". HH does not care. She's upset, but there's nothing she can do. /3

Next week? Same Thing. No Pass. Now she's *very* upset. TDAP counsellor calls and says since she's missed twice, counsellor has to report her to BOP. She's a mess & explains why she has been missing. Counsellor is not a jerk. Counsellor knows HH has Questionable Intelligence. /4

BUT... Counsellor still HAS to report the absences. She asks to be taken out of the program. Counsellor says only her CM can do that. At next check-in, she asks CM to take her out. CM calls Counsellor & says "okay can we take her out?" She's in the room for this conversation. /5

Counsellor says "we can, or we can put her on televisit." Our HC Friend says "no I just want out. Period. I'll do it later." CM says okay. CM tells Counsellor "okay I'll send you the paperwork" and hangs up. Our HC Friend sighs with relief, glad this stress is over. Phew! /6

NEXT MONDAY... TDAP counsellor calls and asks where she is because CM has never sent the paperwork, so as far as TDAP's records are concerned she's still enrolled.

At this point, our HC Friend loses her shit. /7

Generally, BOP has you picked up & sent back, and asks questions later. She's about >this< close to a situation where BOP orders her to be picked up & brought in, all because of these common sense deprived fools at the HH. She calls them freaking out, understandably. /8

HH makes her come in for an emergency report and chews her up one side and down the other for "being ridiculous", "hysterical", and "exaggerating the situation." And then as a final FU, they write her up for disrespectful behaviour to a staff member. I can't make this up. /9

I don't share these stories to drag the BOP. I have far better ones for that from people still inside. I share these to explain why we're still asking for clemency for people on long term HC. It's hard to #KeepThemHome when the HH is actively sabotaging the re-entry. /10 🧵
