A few thoughts on the very slow reopening of Shanghai. At central level the politburo SC did not use phrases such as "reconcile zero-covid with growth" in the latest memo. These have been used before. So the message to localities on implementation is to pull out all the stops 1/

Without a strong central message to balance this lockdown with growth (and livelihoods), local level decision-makers have little incentive to open up/ all the downside risks. Hard to blame them for simply keeping people inside. They can do that for as long as they want 3/
This is what has happened where I am. My area met all the requirements to start opening several weeks ago but the jiedao authorities (a subdistrict-level of leaders) would not go forward. They claimed there were new cases for a while (there were none). Only after someone .. 4/
..with some connections threatened to take this to a higher authority were we put on track (several weeks behind) to opening up. There is no guarantee we will get to fully open because the govt framework is being widely ignored. It appears that many people who were recently ..5/
..allowed out have now been locked up again. So on day 36 of the Shanghai lockdown the govt has 1) not issued a timeline for opening, 2) local leaders are more incentivised than ever to ignore economic problems and 3) areas/people recently freed are being locked up again 6/
I'm hopeful some of these things will change soon. The direction of the outbreak/cases is good. The policy direction is getting more risk averse. I fear a situation like Wuhan in 2020 where the city is declared open but vast areas remain locked down for long periods of time /

At the time the govt mustered a strong patriotic response from the population. This makes sense given how little we knew about covid then. Most people were scared of the virus. The hardship of lockdown seemed reasonable. Oh how the times have changed ...
Imagine this: u just told Shanghai’s 25million people they would be detained at home for 4days. Then once 4days pass u tell them it’s unclear when they will be released. How will people eat? Delivery apps say they are “using prehistoric power but can’t keep up”. This is a failure
As expected, many residents in the east side of Shanghai woke up this morning to find that they are still locked in their homes, despite the end of the 4-day lockdown. Hard to tell the extent but it seems broad. Govt has released a chart for how the lockdown will continue /1
End of the 4-day lockup is the beginning of a new 14-day lockdown for many. Also becoming clear is the toll on residents. Most probably have steady access to food. But online discussion on a “mutual assistance” board is revealing some big probs. I rough translate a few below /2

The Shanghai lockdown has been somewhat misinterpreted as a quick, efficient, 8-day exercise. This misses the fact that many many areas of the city have already been locked down for several weeks and that more areas will remain that way for longer. 1/
The announced 8-day lockdown (4 days in eastern half and 4 in west) is a means of identifying cases. Once new cases are found—and they will probably find a lot—those areas will continue to be closed. Many businesses already know this. If u ask shop owners … 2/
when they plan to reopen, many will say they don’t know. People are stocking up for much longer than 4 days. Also, there are big disparities between districts. Central (wealthy) areas have had it much easier than outlying districts but are often taken to rep the city as a whole3/
