Yes, absolutely no English speaker on earth has ever used a singular verb with "rugelach," thanks for joining in, however utterly irrelevantly.
The best black-and-whites I ever tasted were from Glaser's on the UES, and even they didn't go beyond the mission of a black-and-white, which is to be good, not excellent. The essence of a black-and-white, I think, is its happy matter-of-factness.
Also, I don't think that a black-and-white should ever be fancied up, but Rocco's on Bleecker Street makes—or at least at one point made—black-and-whites with a layer of apricot jam under the frosting, and I thought they were quite tasty.
I don't recall the signage at the huge storefront bagel bakery in the Bronx near the garage my grandfather owned, but I can still remember the smell of the place nearly sixty years later, and bagels so fresh they were still too hot to eat.
Be mindful, in historical fiction, of the era of phone exchanges (which I think went extinct in the middish 1960s?) and one- and two-digit postal codes.
