It takes a couple of days to set up a cloture vote unless all 100 senators agree to accelerate it.
Even then it could be cloture on *proceeding to a bill.* Absent consent of all 100, you need cloture both to proceed to a bill and then to end debate on any amendments and then on the final bill. Multiple cloture votes = days and days.
