It's a stunner if she was opportunely targeted and more, that a check with command say, giving positive ID brought permission to kill.

I'm here to say up-front and with no ambiguity. Before viewing the podcast. If IOF Command knew identity via some means. Be from the sniper or by any other situational manner. Then this is even more heinous a killing than I considered.
