Rep. Jenkins laments that the 15 pages of amendments (the original bill was about 8) did not go through committee
Rep. Aimee Freeman is now asking about the “Bonafide medical reason” language. Says she consulted several physicians who did not understand the term and why it was included in the bill.
Rep. Freeman says that physicians in her district are concerned that they would be arrested for providing proper care to those who have miscarried under SB 342 #lalege
Rep. Freeman points out that under the bill’s current posture, children who have been raped will be forced into childbirth.

Exceptions for rape and incest are the bare minimum a legislature could provide. #lalege
Rep. Royce Duplessis is now asking Rep. Emerson questions

“Do you think we’re doing ourselves a favor by introducing an amendment [to the bill] the day before we vote on it? Is that best practice?”
Rep. Emerson: “I think the people of Louisiana have already spoken about this.”

Rep. Glover now offers up an amendment because he believes in the woman’s right to choose - says he doesn’t know anyone who is “for abortion”

Rep. Glover’s amendment would provide for exceptions for rape and incest.

Rep. Emerson objects because “at the end of the day, the child is innocent in this situation.” So what about the children that have been raped who may need an abortion? Are they not innocent?
Amendment 4784 fails. Victims of rape or incest will still be forced into the trauma of forced childbirth under SB 342.
Rep. Landry offers up an amendment that a pregnant woman that goes to an ER could not be penalized in any form for the outcome for her pregnancy.
