Incoming DAR Sec. Conrado Estrella III: During the time of my grandfather (Conrado Estrella Sr.), he is the first Agrarian Reform secretary, their coverage was only rice and corn.
Estrella: When Pres. Cory Aquino admin took over, the coverage (became) comprehensive, all kinds of agricultural lands were subjected to agrarian reform.
Estrella: It’s like you have so much food in your mouth that you can’t chew it anymore.
Estrella on CLOAs: They did not pinpoint which land goes to whom… The assignment of land was not pinpointed to each person that was included in the collective CLOA.
Estrella on how he will address the issues: We’ll be needing the support of local government officials, and also the congressmen and governors.
Estrella: When I take over, I will see to it we will be able to identify who are the original owners, who sold their lots.
Estrella on how he will help farmers: I’m already talking to some past heads of the DAR, they will help me. We will do some pencil pushing.
Estrella: There are other agrarian reform communities that were successful. Some of them turned out to be productive. I want to make an accounting who are the communities who turned out to be a success, failure.
Estrella: We have to determine whether we can just condone these amortization fees that were not paid by the farmers.
