Getting back to this weekend's project, someone forwarded some info to me last night that sheds light on the real story behind Guo's Rule of Law Foundation lii & Rule of Law Society IV purchasing $3M in PPE in 2020...

According to an affidavit in an ongoing NYS Supreme Court case, the Rule of Law Foundation shipped face masks to Italy in March 2020 in exchange for large donations...

This thread includes links to both Rule of Law 2020 990s & my initial analysis. Combined, the entities reported $12.9M in contributions & had a cash balance of $13M on hand at Dec 31 2020....

This is how the Rule of Law entities reported $2.9M of PPE & $420k in cash "grants"...

What I couldn't figure out is how the Rule of Law entities could report donate $2.9M in PPE w/o reporting a corresponding purchase of PPE but in light of the affidavit, it appears the entities reported the cost of the PPE as "grants"...

Putting aside the legality of offering PPE during a pandemic in exchange for hefty donations, the Rule of Law entities should have reported the purchase & sale of inventory & the names of the vendors...

I'd certainly be interested in having the CPA who prepared & signed the 990s & the Rule of Law Fdn/Society finance director walk me through the accounting for the PPE donations...

I would be remiss if I didn't point out Guo's Rule of Law Fdn/Society donated PPE to the NYPD & NYC hospitals...

The NYS Charity Bureau is under the purview of AG Trish James. NYS law requires any not-for-profit w revenue greater than $750k to submit audited financial statements in addition to the IRS 990s to the state annually...

While the Rule of Society IV complied w NYS law in 2019, the Rule of Law Foundation Iii has yet to file audited financials for 2019 w NYS, claiming in Nov 2020, they hadn't been finalized...

Neither the Rule of Law Foundation or the Rule of Law Society have filed 2020 NYS CHAR500 tax returns w the IRS 990s & audited financial statements as of this date. Maybe AG James could give the boards a nudge..
