🚨NEWS: We have a deal. Today a bipartisan group of 20 Senators (10 D and 10 R) is announcing a breakthrough agreement on gun violence - the first in 30 years - that will save lives.

I think you’ll be surprised at the scope of our framework.

1/ Here’s what it includes:
2/ Major funding to help states pass and implement crisis intervention orders (red flag laws) that will allow law enforcement to temporarily take dangerous weapons away from people who pose a danger to others or themselves.
3/ Billions in new funding for mental health and school safety, including money for the national build out of community mental health clinics.
4/ Close the “boyfriend loophole”, so that no domestic abuser - a spouse OR a serious dating partner - can buy a gun if they are convicted of abuse against their partner.
5/ First ever federal law against gun trafficking and straw purchasing. This will be a difference making tool to stop the flow of illegal guns into cities.
6/ Enhanced background check for under 21 gun buyers and a short pause to conduct the check. Young buyers can get the gun only after the enhanced check is completed.
7/ Clarification of the laws regarding who needs to register as a licensed gun dealer, to make sure all truly commercial sellers are doing background checks.
8/ Will this bill do everything we need to end our nation’s gun violence epidemic? No. But it’s real, meaningful progress. And it breaks a 30 year log jam, demonstrating that Democrats and Republicans can work together in a way that truly saves lives.
10/ Drafting this law and passing it through both chambers will not be easy. We have a long way before this gets to the President’s desk. But with your help and activism, we can get this done. This time, failure cannot be an option.

FYI this isn't stopping. There have been 18 mass shootings SINCE Uvalde.

You need to know this. Because it's not going to stop until we do something.

1/ Here's just a sampling of the slaughter in the last six days:
2/ Last night 10 people were shot at an outdoor party in down Charleston, South Carolina. Four people are in critical condition. A pregnant woman was one of the victims.

TEN PEOPLE. Didn't hear about this one, did you?
3/ On Sunday night in Tulsa, 8 people were shot at an outdoor festival in Tulsa, Oklahoma. So far, one has died and others are in critical conditon. Several teenagers were shot.

And just imagine all the kids at that festival who saw the bodies and live with that trauma.

Here's five things to know about the Mental Health Reform Reauthorization Act.

1/ This bill is a follow up to the Cassidy/Murphy Mental Health Reform Act, which became law in 2016.

That major bill authorized many new mental health programs, prioritized mental health and substance abuse inside HHS, and required insurers to cover more mental health.
2/ All those programs - improving pediatric mental health, funding suicide prevention, integrating primary care and mental health - are set to expire this year, and our new bill reauthorizes them and makes improvements. It also provides big funding boosts to expand each program.

As Chairman of the Homeland Security Appropriations sub-committee, I'm proud that our budget funds President Biden's pivot away from Trump's senseless border polices.

1/ Here's how we did that:
2/ We secured a record amount of funding to reduce the immigration caseload backlog, so that amnesty cases can be heard more quickly and immigrants limbo status will be greatly shortened
3/ We funded the construction of modern, permanent processing facilities on the border, to replace the inhumane tents, in order to streamline the time people and families are in ICE custody.

This is the Republican line - Biden is standing in the way of "American energy dominance".

But it isn't true. It's just an oil company talking point.

1/ A THREAD explaining the real story behind the oil industry's use of the Ukraine crisis to increase profits.
2/ First, domestic oil production has been gradually rising under Biden, after bottoming out in 2020.

The one big change Biden made was to pause new leases on public lands. But only 10% of U.S. drilling happens on public lands. And new leases take years before oil is produced.
3/ Also, oil companies already have thousands of leases for drilling on public lands that THEY AREN'T USING.

There are lots of reasons for this (COVID recession, oil/gas prices too low to justify expense of drilling), but Joe Biden isn't one of them.

Just leaving classified briefing on Ukraine crisis. A few takeaways that I can share:

1/ Confirmation that the Russians have fallen behind their timeline. Ukrainian resistance has been fierce and there have been multiple Russian equipment and logistics failures.
2/ DoD and DHS are pressing hard for Congress to end the continuing resolution and get a budget passed. There is no way for our national security agencies to be nimble enough to support Ukraine if they are operating on the 2020/21 budget.
3/ The ability to keep supply lines running to Ukraine remains alive, but Russia will try to encircle and cut off Kiev in the next several weeks. The fight for Kiev will be long and bloody and Ukrainians are rapidly preparing for street to street combat.

1/ Putin’s decision to invade is an evil, panicked move of weakness and will be his defining mistake. The Ukrainian people will fight for as long as it takes to secure their nation from this foreign tyrant, and the United States will stand with them in this fight.
2/ Tonight, the entire Post World War international order sits on a knife edge. If Putin does not pay a devastating price for this transgression, then our own security will soon be at risk.
3/ We must be unceasingly in our assistance to the Ukrainian people. We must levy crippling sanctions on Russia. And we must cut off Putin and his cronies from the global economy. A strong, swift response is vital.
