Centre-State Relations

Sarkaria Commission, 1988:
A356 should be used very sparingly and as a matter of last resort. Material fact and grounds of invocation should be made an integral part of the Proclamation of President's Rule.
Punchi Commission, 2007
Fixed term of five years for Governors.
Removal by the process of impeachment by the State Legislature.
Rajamannar committee:
On centre-state fiscal relations. No decision of national importance should be taken by the central govt without consulting the Inter States Council. (SC GST council verdict also relevant)
Welfare Schemes for Vulnerable Sections

Justice Rohini Singh Committee: OBC sub-categorization.

Dr. Mohini Giri report: on welfare of senior citizens.
Social Sector - Education

Kadiyam Srihari Committee: To look into issues of girls' education.
Indian Economy

KV Kamath Committee: Assess Covid related impact on bad loans.

HR Khan Committee:
Banks should be allowed to pledge corporate bonds as collateral to borrow funds from the Reserve Bank’s overnight repo window. Proposed adoption of Blockchain Technology in banks.
N.K. Singh committee:
Setup to review the FRBM Act, 2003. Noted a growing trend of off-budget spending.

Arvind Mayaram committee:
to rationalize the definitions of FII and FDI.

Ashok Dalwai Committee:
Reforms needed to double farmer's incomes.
Relaxation of ExIm norms.
Pledge funds.
Upgradation of silos.
Negotiable warehouse receipts.

Arvind Subramanian Committee:
Steps to tackle the shortage of pulses in India.
MS Swaminathan Committee: National Commission on Farmers.

Assurance of basic resources.
Agriculture in concurrent list.
Prevention of diversion of agri land for non-agri uses.
Access to common property resources.
Technology

Kris Gopalkrishnan Committee: On non-personal data.

Three major categories defined:
Public: census, SRS, NFHS.
Private: collected by proprietary software.
Community: from people living in a particular area.

Also suggested norms for data harvesting.
Justice Shri Krishna Committee: on data protection bill.

4 Major principles:
Consent.
Correction.
Portability.
Right to be forgotten.

Bhim Singh Case: a strict separation of powers is neither possible, nor desirable.

2nd Judges case:
In case of conflict between judiciary and executive, judiciary takes precedence. Collegium instroduced.

Do all UPSC candidates doubt themselves?

During interview prepartion in 2018, I met Anu Kumari during one of the mocks. She was as nervous as anyone else out there. Because before the final list is out, no one knows where they stand.

When the final list did come out, she had AIR 2.

Yet before that, there was doubt.
To Doubt is to be Human

All aspirants fall prey to doubt in their journey.

It looks like:
• Will I clear Prelims?
• Will I make it to the interview?
• Will I make it to the final list?

Learn to deal with these doubts.

NCERTs form the base for your UPSC prep.

But making short notes of NCERTs is a WASTE of time.

Why do I say that? 🧵
I'll be using a swimming analogy to explain this.

Why? Because it's summer and swimming is fun.
Learning to Swim

Starting UPSC prep is like learning to swim.

When you begin:
• You're uncomfortable with the water (syllabus).
• You don't know what skills you need.

You struggle to breathe in the water (study for 8 hrs), forget about thriving in the water (enjoying prep).

UPSC preparation boils down to one thing

Honesty.

Be honest with yourself about where you stand, and if you're not happy with that you can improve. Mislead yourself about how "good" you are and you'll be wasting your own time.

Be honest about how much you've revised.

If you're not happy with that, revise one more time.

Basic breakdown of GS1 paper

• Conceptual Qs - 28
• Factual Qs - 72
(Give or take a few)

As compared to 43 conceptual and 57 factual in 2021.
Total Questions/Subject

The bottom three are Ancient/Medival/Modern.

Modern history is declining in importance relative to the other two. Can't afford to ignore them anymore.
