Since the 1980s, Harper’s union has been an open shop, which means workers have to opt into union membership. The percentage of people who do opt in is what management looks at as a barometer of support for our union among workers.
Membership means paying dues, and since publishing is such an underpaid industry, this can translate to a low membership percentage even when there’s strong support for our union otherwise.
