Russia has claimed responsibility for the air strike on Vinnytsia yesterday, which killed at least 23.

The MOD claims Ukraine's air force and "foreign weapons suppliers" were meeting in the building. Not a word about the 3 children killed in the attack

Notable also that Russia is claiming it hit a "garrison officers' house," which sounds like a military target.

What they hit was the House of Officers, a concert venue – the sound engineer for a gig planned for last night was killed in the attack
