These are states with the worst anti-trans laws or enforcements, and showing major signs at increasing those laws with the next legislative cycle.
High risk states for extreme anti-trans laws:
- Arizona
- Idaho
- Indiana
- Kentucky
- Louisiana
- Missouri
- Montana
- Ohio
- South Carolina
- South Dakota
- West Virginia
Momentum for extreme anti-trans legislation is there within one election cycle.
Medium Risk, be ready for anti-trans legislation:
- Any red state not listed
- Some purple states like Virginia, Pennsylvania
These states have considered anti-trans legislation. A right shift in legislatures combined with rising anti-trans sentiment could turn things quickly
Low Risk, keep a close watch:
- Delaware
- Maine
- Maryland
- Michigan
- Minnesota
- Nevada
- New Hampshire
- New Jersey
- New Mexico
- Rhode Island
These states have passed on strong protections for trans people. They are low risk for anti-trans laws, but still have some risk.
For those searching for the safest states:
- California
- Colorado
- Connecticut
- Hawaii
- Illinois
- Massachusetts
- New York
- Oregon
- Vermont
- Washington
- Washington, D.C.*
These states have the strongest protections and defeated anti-trans bills handily.
There are a few states from this list that I am on the fence on. Mississippi could be higher risk than I anticipate. New Jersey and Rhode Island could be lower risk. Still, this is my best assessment from watching anti-trans legislation for 3 years now. Hopefully this helps.

I will try to produce a colorblind-friendly version of this map tomorrow!
Here's a colorblind version! Lots of people did these, but I'll go ahead and thank @_a__n__d__r__a_ (and everyone else!)
People really need to follow the “answer and block” method of dealing with online transphobes and trolls.
If you see a TERF or transphobe trying to engage you in debate, it can be helpful to answer their bs badgering question.
But ONLY if you block them immediately after. 🧵
You’ll notice that virtually all of the accounts that “try to engage you in debate” have very few followers and random characters in their handles. It’s because they have been blocked or banned many times. Their sole purpose is to badger and claim attention.
Answering them will often hook you into a debate lasting many replies where they use the “gish gallop” and jump from question to question until you tire out.
Remember: you aren’t trying to convince them, you’re just leaving information in case someone else wanders across.
In case you don’t realize how bad anti trans hate is getting… in Ohio, a transgender man was forced to go to the women’s restroom. Cis women thought he was a transgender woman and so they recruited cis men to beat him up.
Brace for the anti-trans hate because Robert Crimo wore women's clothes during his shooting:
- He is NOT transgender.
- He was arrested in men's clothes.
- He attended Trump rallies and was active in fascist communities.
- He's likely trolling while engaging in mass murder.
Everything about this dude, from the pepe shirts to the excerpts from his discord, screams 4chan qanon conspira-fascist with a penchant for trolling and disgusting behavior (and huge red flags) pre-shooting.
Massachusetts submits HB4930, expected to pass. This bill codifies gender affirming care as a right afforded to Massachusetts citizens. It also provides the ability to counter-sue if providers or patients are sued from out of state entities like Texas abortion bounty hunters.
This bill is a "safe state" adjacent bill. It does not go nearly far enough in protecting trans/abortion refugees from other states. However, it is still an advancement of rights for Massachusetts.
It is unfortunate they didn't go as far as CT in their protections though.
