Why do I think Russia signed the grain agreement and why is it regularly interested in signing agreements it has no intention of respecting?
Well, Russia is interested in a future agreement where its gains can be recognised, but in order to keep that possibility open it needs to continue feeding it, even if never feels obligated to anything it signs. A form of reflexive conditioning
If tomorrow its forces in Ukraine are under pressure Russia may suddenly need an international agreement. Perhaps Macron will be invited to Moscow, perhaps Guterres will. They will be eager to redeem themselves from past failures
My suggestion: “I take this as an insult directed at the UN and at myself personally. Will call for an emergency meeting of the Security Council to discuss the appropriate response. The UN is under attack”

Most geopolitical problems today result directly from people’s and countries’ inability to make up their minds in face of inevitable change (in reality of changes that have already happened)
Example: France’s and Germany’s inability to realise Russia is no longer part of the European system and that French and German foreign policies no longer exist (only a European foreign policy exists today)
