4.Criterion Scoring was done-did the child meet the minimum positive attitudes & was scored toward weaknesses. Weaknesses were targeted for improvement with validated curricula by the NDN, NatlDiffusionNetwork, JDRP, Joint Dissemination Review Panel of the NIE, now the IES.

5. Institute For Educational Sciences determined “what works” to change the attitudes & values of students. Population groups were targeted for behavior change by asking questions at the beginning of tests-father income, owning a home, owning a computer, job related info, degrees

6.Experimental projects across the US were validated under the EQA (NAEP) Quality Goal named to get parents to agree like Citizenship. Under Citizenship NAEP was measuring the psychological notion of threshold by reward & punishment. Would the child obey without protest.

7.Using different states to do the experimental testing of curricula, no one believed it was a federal undertaking when it was always. NAEP, Natl Assessment of Educational Progress a Ralph Tyler agenda to measure the personal qualities of children who would become adults.
