They are taking their sweet time. First Senate votes often take 45 minutes for the stragglers to show up.
First vote was 99-1 to kill Sanders' effort to tie Medicare prescription drug prices to those paid by the VA (an idea Manchin had told me supported months ago).
Sanders said it would have saved $900 billion.
Dems are hanging together so far.

Folks, the bill doesn’t reduce carbon emissions by 40%. NYT has an explainer w/graphic here. (It’s more like 15% more than already expected under current law from 2005 levels) nytimes.com/interactive/20…
Enable USA to reach a 40% reduction in carbon emissions from 2005 by 2030? Fine. But not in and of itself, a 40% reduction.

Sure, it's kitschy. But you get a sweet decktop pool, hot tub, themed bedrooms, etc. Seems like it would be a fun place to spend Halloween with your crew. #FridayNightZillow

In an epic oopsie, the bill had a glitch — a tiny tax cut that had not originated first in the House as required by the Constitution. So the Senate has to pass the bill again without the glitch. Cont'd...
Toomey, probably the #1 Republican spending hawk, voted no the first time around, and says no to a quick fix. He doesn't like the shift to mandatory spending. His worry: It *could* open up $400B in discretionary spending by future Congresses under budget caps.
