There is not a lot Germany can do to stop a visa tourist ban. You cannot enter Estonia with a Schengen visa issued by Germany. Those are the rules

You need to enter Schengen through country that issued visa. Rule is often overlooked but it’s the rule
If Germany starts to massively issue Russians visas only way for a Russian tourist to get to Tallinn is to fly to Istanbul, then enter EU in Germany then fly to Estonia.
If you are visiting only one country then you must enter in country that issued visa. If a traveller plans to visit two or more Schengen countries, the same should apply at the visa processing centre of the country in which the same will be spending more days.
Estonia would certainly be entitled to refuse entry to someone holding a German issued visa

The most ludicrous argument in defence of granting tourist visas to Russians is some may need them to escape political prosecution. Sorry but if you have no history of being persecuted or in danger you cannot leave and apply for political asylum. You will be sent back
And if you are under surveillance your best chances are certainly not a tourist visa to Europe. You could try to escape through India or China or Turkey. You could use a visa for cultural or humanitarian reasons which gives you maybe more protections. It will always be risky
People try to leave under the radar. If you have family in Kazakhstan use one of your regular visits to escape. Idea of someone under heavy security surveillance getting to the land border at Narva is comical
My experience lecturing at Russian universities or research units is the academic staff is urbane at first but when you scratch the surface they start foaming at the mouth saying Ukraine is not a real country or Ukrainians are Nazis
