German model is a gem as it
(i) outsources distributional conflict to the sectoral level (<-> the firm level)
(ii) decouples bargaining coverage from workers' unionization status (hence less union busting)
(iii) institutionalizes worker-management cooperation

The German system is no longer the poster child of sectoral bargaining. Coverage is decreasing and unions are having a hard time.
The current government aims to strengthen, collective bargaining by
(a) looking at the extension of collective agreements
(b) making public contracts conditional on collective agreements
