She's very wrong about this. A core tenet should be that citizens are NOT responsible for the actions of their authoritarian state unless shown otherwise. Surely she does not think Estonians are responsible for the USSR's atrocities?
Let me be clear, I think it's entirely rational for Estonia not to grant asylum to Russians. Given the history of Estonia, I do not think admitting a lot of young men with Russian passports would be beneficial to national security. But she should just say that.
