Also in that proving ground is a branch of the research institute РФЯЦ-ВНИИТФ that researches the effects of nuclear weapons. They test everything from the impact of lasers to shockwaves, EMP, and thermal radiation. It has a 9MW pulsed volt generator.Not so relevant but badass /7 
There is around 40 military bases, warehouses, and research institute, around the city. It's an important junction with many proving grounds. Therefore it's likely that the vehicles have been in storage or at the proving grounds and have nothing to do with nukes. /8
The 12GUMO and RSVN have a "golden" status in the military and have been "sheltered" from sending men to the war. In recent weeks, more personal has been found. It can be a sign that RU is starting scraping the barrel even in from their golden units. /End
