All 9 councilors in Chambers tonight and a good size crowd behind me likely for the parking discussion coming up on the agenda #tc1005
Chair Mercer opens meeting and reads the opening statement on access to remotely participate etc. #tc1005 live stream, YouTube, Verizon or Comcast, available for viewing the meeting. Municipal aggregation saves the residents from the projected rise in electric rate ($.107/kwh)
The Town page for municipal aggregation info franklinma.gov/administrator/… #tc1005
Nancy Danello, town clerk, with updates on early voting, last day to register to vote, ballots not yet received, should be here about Oct 12, 20 folks ready to put about 6,000 ballots in the mail; to return it please use the return boxes at the municipal building #tc1005
Open ballots to preprocess Oct 28, deposit to tabulators on Nov 5, at the high school, no tapes being run, tapes will be run only after the polls closed at 8 PM. #tc1005 there are 4 ballot questions the red book only has info on 3. Town clerk page has info on the 4th
Schmidt farm presentation (same as at the CPC meeting last night) doc supposed to be on Town page (not yet found, when found will share)
This is the 2nd option on the Chap 61 right of first refusal that the Town has; #tc1005 last largest piece of open space in Franklin
Found the presentation located on the Town page franklinma.gov/town-council/f…. #tc1005
If using CPA funds would have no impact to operating funds. #tc1005
R panteno (?) Speaking for the right to purchase, this is what CPA is for, perfect for it. #tc1005 next speaker Miller for this use, examples of other properties in Holliston, Medfield, etc. We cant pass this opportunity
C Garboski speaking for, community garden expansion etc
P Gallagher, chair of Conservation Commission, an amazing opportunity for the Town to keep this size property open is amazing. #tc1005 LePage, exciting to hear that we can preserve this space and heritage and open it open for recreational use. Recommend for it
L Noel, Agg Commission, hope we can go forward with it, to expand community garden and build a community farm, thanks! #tc1005
Now to the Councilors, Jones for it, kudos to the administration for bringing this to this point. Thanks to the Schmidt's for starting this too

7.LICENSE TRANSACTIONS

Motion to approve, second, passes 9-0
Discussion: Norfolk County Commission; Peter Padula on advisory board, John Cronin Director
$34m operation, 6 county courthouses, maintenance division, golf course, Holliston goes back to 1895, turns $200k profit for County, pickleball court is active (located in Milton)
Norfolk Aggie, 16 students from Franklin, only one other in State (Bristol) #tc1005 Norfolk County active in grant space, distribution to local communities, approved 3rd award for Franklin. Weights & measures being expanded, state withdrawing support so they will fill need
3% management fee went to develop portal for managing the distribution of the Federal funds. Coordinated with 3 other counties to develop that, lowest cost of the counties #tc1005
Multiple questions clarifying the role and responsibilities of the county, in coordination with the other 3 counties the money is being spent on eligible and wise choices across the 4 counties; #tc1005 will also have an option to rebalance if a community doesn't use the fund
Couple of councilors hung on the 3% mgt fee that was not available to Franklin, not the county choice, it was a Federal decision #tc1005 Jamie makes point on county govt prevalence in other states and this was a Federal decision to apply equally
a.Resolution 22-62: Request for Special Legislation Re: Authority for the Town of Franklin Acting Through the Franklin Town Council to Grant an All Alcoholic Beverages Not to be Drunk on the Premises Alcoholic Beverages License in Excess of the Town’s Quota to Madd Deli
Motion to waive reading , second passes 8-1 #tc1005 market changing from beer/wine to these other ready to drink alcohol

Issue of nips as a litter problem. Not germaine to this discussion. Multiple questions to clarify points on the how and why for this request.
Local competitor who has the liquor license .3 miles away and doesn't need to have 2 in the neighborhood #tc1005
Vote to approve, via roll call (Frongillo now remote) Sheridan, no
Hamblen, no, Jones, no = 6 for, 3 no and this passes for the request.
