Where change of gender occurs, safeguarding breaches occur from each side of the safeguarding process: 1. Children who 'change gender' are placed in risky situations by organisations seemingly as a direct way to facilitate that change 1/?
e.g. support groups with poor moderation and/or where participants come from inappropriate age groups including both children and adults, research projects that are operate outside parental consent 2/?
2. Adults who 'change gender' can exploit safeguarding loopholes in the DBS system which mean that the safeguarding rules that apply to everyone else don't apply to them 3/?
This is only the start though:
It appears to apply ONLY to non-GRC holders who retain male genitalia.
Based on 2021 data only 1 or 2 non-GRC holders are in the female estate (including Dixon). Most in the female estate have a GRC, so ministerial sign off won't be needed.
There's still lots to find out about this & we will be seeking urgent discussion with @MoJGovUK, @BrandonLewis & @RobBAylesbury.

I'd be delighted to have a chat @kelvmackenzie. This is completely consistent with the @MoJGovUK policy. Decision would have been made by Prison Service, not the Courts.
@kelvmackenzie@MoJGovUK Dixon will have been risk assessed as presenting an acceptable and manageable level of risk and presenting needs that mean Dixon must be housed alongside vulnerable women, many of whom will have been victims of sexual assault, including when children.
IMHO this is insane and must stop.
The "rights", or wholly unreasonable demands as I would describe them, of male prisoners should be given no consideration when making allocation decisions re the female estate.
Our report on DBS Checks also looks at digital identities. Do these provide a solution? In our opinion they don't because they replicate the existing loopholes in the digital realm:
Digital attributes are recorded and bound to an individual from their existing identity documents. Where these have been altered by self-ID, this will be transferred to the digital identity. 2/
Existing enhanced privacy rights granted to those who change gender will also apply to digital identities. In fact, digital identities create their own safeguarding risk. This is because they are designed to be shared remotely, with identity verification via a 3rd party. 3/
We found that when individuals who have applied to work in roles where safeguarding applies submit identity documents for DBS checks that display a new identity, safeguarding loopholes are created because the applicant can sever the link with any existing records of offending. 2/
The result is that identity verification is compromised & there is no guarantee that the information returned during a DBS check & displayed on the certificate will be accurate or complete. 3/

This was the clearest possible statement from a minister that the current policies that permit male prisoners to be held alongside women are putting women at risk. @RishiSunak immediately said he agreed & his government would implement this. @trussliz was silent.
Liz has said much about the sex-based rights of women & girls. A great deal has been contradictory. There have been many words, but little action.
