On this #IndigenousPeoplesDay Day, I (Sam) want to share a short story about SB907. When we were in the early stages drafting the bill, (1/7)
a group of reviewers with @food_ca took a look at it with the lens of racial equity and one of their many great questions stood out to me: "This program will fund CalFresh/EBT at certified farmers' markets in California. (2/7)
Will that include farmers' markets on tribal land within California?" My first reaction was to think that is must, as certified farmers' markets can be operated by local government entities. Without being sure, (3/7)
we reached out to the California Department of Food and Agriculture. They let us know that certified farmers' markets could not operate on tribal land as such territory is beyond the state's regulatory jurisdiction to certify a farmers' market. (4/7)
This answer surprised and delighted me, but it also led us to an early amendment. We ended up specifying that the grants would be available to certified farmers' markets and farmers' markets on sovereign tribal land operated by tribal governments. (5/7)
By evaluating the policy specifically through the lens of indigenous equity and justice, a great question arose that caught a problem early on while we still had the opportunity to fix it. (6/7)
I reflect on this often, as my own oversight almost inadvertently excluded communities we very much wanted to include. (7/7)
