Baroness Casey has delivered her interim report on misconduct in the Met Police without fear or favour.
I'm disgusted at what I read, this is exhausting.
I do not have confidence that the Met can effectively police itself.
We are decades away from them restoring trust. 1/9
I worry the Met Police cannot protect the public in general or Black people in particular.
The Special measures it finds itself in is fully justified.
It’s really clear misconduct cases are taking way too long to resolve. 2/9
The report concludes misconduct allegations are more likely to be dismissed than acted upon.
The burden on those raising concerns is way too heavy.
There is racial disparity across the system, with White officers dealt with less harshly than Black or Asian officers. 3/9
2021-22 Black officers and staff were 81% more likely than White officers to have misconduct allegations brought against them.
Asian officers were 55% more likely.
Black and Asian officers were also more likely to have an allegation substantiated than White officers. 4/9
Regulation 13, which allows for the removal of probationers, is not being used to remove enough officers who should not be in policing.
8% of cases in the most recent year resulted in dismissal.
Regulation 13 is being used disproportionally on those from ethnic minorities. 5/9
Black officers are 126% more likely to be subject to a Reg. 13 case than White officers.
There are previous reports on many of the issues raised in this one that go back decades including the key matter of racial disproportionality.
Nothing has been done to resolve this. 6/9
The Anecdotal evidence from serving officers makes for chilling reading. The following are sample quotes:
