@dongho_chang or anybody else that knows, Is there a LOS requirement for 🚗 on the NHS (e.g., Grand Avenue/State Route 27, within the Pullman city limits in Washington state)? If yes, is there an LOS requirement for people walking/cycling/rolling? Is LOS desire-based or required?
Thanks anyways! Think I found my answer in the linked @USDOTFHWA Memorandum:
“Although States may adopt LOS standards in their design manuals, FHWA does not have regulations or policies that require specific minimum LOS values for projects on the NHS.”
At tomorrow’s #PullmanCityCouncil mtg, Welch Comer will tell the Council that @WSDOT_East basically would prioritize LOS for cars & likely require the @City_if_Pullman removes parking on Grand to transition it into 4 lanes! (I doubt it!)
Also, why is the #PullmanCityCouncil & @City_of_Pullman’s PW Director even entertaining the 💡 of making the prime block of Main St & Downtown’s core into AN EXTENSION OF MAIN & GRAND’S INTERSECTION, by not removing parking on the north side & continuing the 🚲 lane ALL THE WAY?
I’ve seen nothing in any of the details about how the bike lane will be both protected and FUNCTIONAL in the winter/snow season (over half the year!). How is the @City_of_Pullman’s ❄️ plowing & removal accounted for with the design? #PullmanCityCouncil
All aspects that a @City_of_Pullman multimodal advisory board could comprehensively analyze & work on to advise the #PullmanCityCouncil. Heck, if not a board, hire a👣🚲♿️professional to be a liaison w/city staff, outside consultants (when needed), even @WSDOT_East & @WSUPullman!
I warned about the @City_of_Pullman doing major projects without having the advisory board in place. There’s way too much at play & stake, now, to not have that type of apparatus contributing & shaping a new (cultural & professional) mindset! #MayorJohnson#PullmanCityCouncil

I’m trying to understand a situation, accurately and more comprehensively, after listening to what Welch Comer presented to the #PullmanCityCouncil, last night about the @City_of_Pullman’s Main Street Redesign aka Project Downtown Pullman.
I observed/listened in on today’s @City_of_Pullman Hearing Examiner (Andy Kottkamp) meeting, which included two public hearings. I was very impressed with his written decision on a previous & contentious matter, so I want to learn more about his style, analysis, etc.

At one point, AK said he doesn’t believe he has the authority to waive requirements for the variance & then asked the @City_of_Pullman’s Assistant City Planner Jason Radtke for the basis of his support on the application.
