1⃣ BACKGROUND: BCP Council applied for a capitalisation direction from government to borrow around £75million in the coming years. This came after the council's beach hut 'sell-off' had to be abandoned when the government closed a loop-hole, leaving a big hole in the budget.
The Department for Levelling Up, Housing and Communities said it was ‘minded to’ grant £20million for the current financial year subject to strict conditions. But gave no guarantee over the rest of the requested funding.
