in reality, German troops *alone* outnumbered Soviets until the Battle of Moscow; over the war, the ratio was ~2 Soviets per German

(the worse statistic for the Soviets is casualties, about 3 Soviets per 1 German or ally -- the massive losses of 1941, worse initial equipment, slow stabilization of the front, and 2 years of offensive (taking everything from Moscow to Berlin) explain much of that)
it's also really hard to underestimate how much Stalin's Great Purge -- which hit the military especially hard -- fucked up their early performance
