1. Individuals and organisations responsible for remediation works should recognise leaseholders as key stakeholders in the remediation process, promoting a culture which values ‘resident voice’ and engagement
2. In planning remediation, the views, opinions and preferences of leaseholders should help shape the approach to undertaking remediation work
3. Promoting a liveable environment should be a core part of decision-making when planning remediation. Those responsible for remediation work should be able to evidence that the impacts on liveability have been considered
4. Measures that have a negative impact on liveability should be in place for the shortest possible time period, with those measures kept under regular review
5. Prior to works commencing, leaseholders should be able to attend an open meeting or open day with contractors and other key organisations involved in remediation
6. Leaseholders should be given meaningful choices – where these exist – relating to the conduct of remediation works and the materials used during remediation
7. Those responsible for remediation should communicate the possible advantages and disadvantages of particular choices to leaseholders
8. Where choice is not possible, this should be transparently explained and a rationale provided
9. There should be transparency related to making decisions about moving people from buildings during remediation works, including underpinning guidance and processes
10. Quality-assurance mechanisms should be built into building remediation projects, with outcomes being communicated to leaseholders at appropriate intervals (END)

In many cases, leaseholders are not viewed by those responsible for remediation as being an important stakeholder in the process. There is little evidence that their voices and interests are included in decision-making (2/11)
Communication before works starts can be improved, with basic information (scope, schedule, & impact of work) provided & opportunities to meet different organisations involved in the project. This is not happening in all cases (3/11)
