This means that both parties would draft up their own state budget, for example, and 2 or 3 people who get sick would decided which one passes. (2/3)

Also gives @NHHouseGOP a lot of leverage with the Senate, since if the Senate amended a bill that the House GOP passes, there's no guarantee that bill could pass if it comes back for concurrence or committee of conference. (1/3)
