It has been a week since Amélie Duranleau and I gave our testimony for @lasqdi in front of the HUMA committee , regarding #C22. While we will publish a brief next week (in both languages), let's do a quick recap of what we told members of the committee (long thread):
1. #C22 needs to be passed NOW. Do not amend it, do not add details, let's figure it out later in the regulatory process.
2. The Québec experience on working on the new Basic Income Program in the province proves it is possible to conduct a successful regulatory process with PWD organizations.
3. Collaboration with provinces and territories (P/Ts) will be crucial. We are hearing good things from the QC government. All P/Ts need to get on board so it's a success.
4. Individualization of the benefit is absolutely necessary. This will help many women with disabilities potentially escape violence and financial abuse. There is no reason not to individualize the Benefit.
5. Let's make sure the #CDB doesn't reinforce the welfarization of disabilities. Make it inclusive, make it so it has a real impact on people and helps them.
6. PWDs and their organizations will have to be part of the regulatory process. Nothing About Us Without Us.
7. @mferreriptbokaw acknowledged we need to get this done fast and asked us what amendments we'd like to see. We are in favour of getting the bill passed now, without any amendment and get started with regulatory work and negotiation with P/Ts.
8. @LouiseChabotBQ asked more details about individualization. As mentioned, it is crucial for us. This should absolutely be in the regulations.
9. @LouiseChabotBQ pointed out that P/Ts might cut their own services in response to the #CDB. We also are preoccupied by this possibility, as access to health and social services is very difficult for many right now. We need quality public services.
10. The only amendment we could want to see, if only one, would be indicating a date for when #CDB will start.
11. @BonitaZarrillo asked us why it took so long to get the program running in Quebec (4 years). The situation was different: we had a baseline about the indicators, but more importantly, the calendar was set in advance. #CDB regulations can be established much faster.
12. The best way to make it faster is making sure P/Ts collaborate with the federal government and starting the regulatory process ASAP.
