New Tenant Creation setting in AzureAD User Settings?
Yes, allows default users to create Azure AD tenants. No, allows only users with global administrator or tenant creator roles to create Azure AD tenants.

Another update: Feature is again visible in the normal Azure portal.
Final update after checking with MS: The toggle is showing the current state, which has always been 'Yes'. The new UI toggle makes it more easier to switch the setting to 'No'.
