Having campaigned for more than 25 years to have the UK government sanction the Russian oligarchs who moved to the UK and particularly London/Moscow on the Thames back in 90s after the aluminium and oil wars in Russia it is very encouraging to see that having sanctione 
the Oligarchs and frozen their assets... The K-Cell of NCA is investigating the oligarch Enablers that can include professionals like private bankers, estate agents, specialist concierges, accountants and solicitors who are hired by the Oligarchs and other extremely
wealthy Russians to maintain their properties seized by Treasury.
The Oligarchs can have transferred finances to an enabler, an associate or family member in order for all the services required to maintain a property like security, gardening, household etc.

This is seen as a breach of the seizure and that is where K-Cell of the National Crime Agency comes in.
