“But don’t worry, the rcmp commander in Alberta just told me proudly that he has secured some psychologist to do a profile assessment of the protesters.
Kenney cont'd: I said ‘that’s great news, Deputy Commissioner.’ Do any of them know how to drive a tow truck.’ J”
LeBlanc says he took Kenney's text message as he "adequately expressed his frustration."
LeBlanc says they never told the premiers on Feb. 13 the FMM call would be about EA because they didn't want leaks, it would have been on morning shows, and noted there was risk of inflammatory response to an indication that govt would invoke EA.
LeBlanc’s evidence is that the decision had not been made before that premiers meeting, despite Lucki’s text to Sloly that the EA would be invoked.
He says “we viewed” ongoing discussions as consultations w premiers that led to the invocation of the EA. Says Trudeau was genuinely asking their views. All premiers had unlimited chance to share views. Trudeau at end said he had not made up his mind yet about EA invocation.

LeBlanc says "certainly" the protest in Ottawa became a national problem; it's the national capital, and "As convoy became more entrenched, and a flashpoint and rallying point for different participants the level of a public order emergency escalated."

Freeland is asked if the insurance suspension, fintrac coverage measures weren't used, how can she say they were necessary?
Freeland: this was crisis causing us to review our toolbox and saying, Okay, we're missing a screwdriver.
Freeland notes fintrac measures were made permanent; the insurance measure was designed to "create an incentive for the trucks to move and I think it did..The insurance measure I saw and I see as like a virtual tow truck."
Chaudhury wryly observes that the inquiry has head a lot about tow trucks but never heard that expression.

As finance minister, Freeland will be called to explain the special powers created under the Emergencies Act that compelled financial institutions to freeze the assets and bank accounts of protest participants.

He says it became obvious within a few days it wasn’t an ordinary protest and dept would soon be more involved.
Alghabra’s dept came up with that “strategic enforcement” proposal (that his deputy Michael Keenan testified about) after the first week when things were more “volatile” and there was confusion over whose responsibility it was to enforce the law.

GoC lawyer has a caveat about Lametti, says he's the lawyer to the GoC as AG, and so govt maintains claims of solicitor-client privilege, and his attendance is not a waiver of that. Lametti will refuse to answer all such questions
