2/ So many pieces of the overall design are still being hammered out, leave the backlog alone until things like drones, modularity, escape pods, all of those things we want, have been nailed down.
3/ If CIG suddenly rolls out a Javelin, they will only have to roll it back into the pipeline later to re-work the final design decisions into whatever exists.

4/ Do it all once so we dont have to have 5 years of iteration on the same ships over and over as design decisions get solidified.
