That's a wrap for #C22 study at #HUMA. It is now up to the government to get the bill passed before Friday. It's doable. If it does, the bill will go to the Senate and go through the motions of being studied.
A few observations: 1. The study has been carried pretty quickly and in a very collaborative manner. We've seen plenty of amendments from opposition parties that were carried. It's a great sign for the later study in Senate.
2. We have a much better bill than what we started with. There have been significant improvements. It's important, because it will actually force the government to do some things that would have otherwise been left to its goodwill.
3. The obligation to involve pwd and their organizations in regulatory work is a huge win, and it might be used as an example for other communities in the future. That's a great precedent to create.
4. If the #CanadaDisabilityBenefit actually gets passed, it will change the landscape of social assistance in Canada. The fact that the CDB is meant to be created outside the realm of welfare is a major change. Advocates will be able to leverage it to reform P/T programs.
5. There is a LOT of work to be done still. Not only regulatory work can be tedious, it will also have to be conducted in parallel with P/T negotiations. This is going to be an extremely interesting time for researchers and policy folks alike.
6. For now, let's appreciate the work done, rest a bit and get ready for the next steps. This is only a first, very important step.

The Bloc wants to establish some of the eligibility criteria in the bill directly/the HoC to review the regulations, not just in regulations. The rational is that it's important to enshrine these in the law, not leave it up to future governments. #C22

It has been a week since Amélie Duranleau and I gave our testimony for @lasqdi in front of the HUMA committee , regarding #C22. While we will publish a brief next week (in both languages), let's do a quick recap of what we told members of the committee (long thread):
1. #C22 needs to be passed NOW. Do not amend it, do not add details, let's figure it out later in the regulatory process.
2. The Québec experience on working on the new Basic Income Program in the province proves it is possible to conduct a successful regulatory process with PWD organizations.
