Lula has formally announced 🇧🇷's bid to host #COP30 in 2025 in the Amazonian city of Belém. Beyond helping to focus global attention on the Amazon, hosting a COP wld be a useful way to push 🇧🇷's traditionally conservative foreign ministry to support Lula's climate & green agenda.
Aspiring COP presidents send letters to the UNFCCC & then the UN regional group (ie GRULAC) to discuss before reaching a decision via consensus. These talks can be protracted. In this case, the process cld be smooth as 🇧🇷 might have support from Chile, Col., Mex, among others.
Today the process might also be more straightforward compared to 2017 when Brazil announced its interest in hosting a COP at time when regional political clashes over Venezuela were more acute. For context here's my analysis for @GlobalAmericans: theglobalamericans.org/2017/12/region…
However, while Lula resurrects 🇧🇷's image, LatAm's oft dysfunctional & competitive regional politics could get in the way. Brazil scored the IDB presidency so neighbours will want to leverage their own advantages & be reluctant to allow 🇧🇷 to hoard all the juicy opportunities.
Lastly, following Brazil’s decision to ditch its offer to host COP25, 5 LAC nations expressed their interest to host. This time round Brazil might be the only candidate but its possible others might throw their hat in the ring too! More context from 2018: theglobalamericans.org/2018/12/latin-…
PS:Following the botched insurrection & concern about domestic terrorism & loyalty of armed forces & police, the COP bid is useful for attempting to maintain global attention on 🇧🇷 & an effective way for Lula to promote top priorities of democracy/rule of law & climate together.
