How did he come to be such a massive traitor? Per wikipedia, he graduated from Johns Hopkins in 1990, later earned a Masters. There are press reports that he was "in the banking industry" then joined the FBI in 1996.
Although there is no public info I can find which explains any connection to or study of Russia or organized crime, there must be one, as he was immediately assigned to the NY Field Office and tasked with organized crime and Russian counterintell. 
There are long suspicions that the NY FBI Office had mob issues. Giuliani busting mafia to make way for RU mobsters notable among them. McGonigal praises NY multiple times in this video and agrees its more important in counterintell than main justice.
He also praises McCabe in that same video as another "home grown" NYFO product. And Comey. Says he has 150 agents in NY working counterintell.
This is chilling shxt. Per indictment, McGonigal went to Albanian Person A to ask for money "no later" than August 2017. May 2017 speaking publicly about espionage and trusted officials with access to T/S info. 3 months later (at the latest) that was him.
Here he names the enemies of the US. Russia, China, North Korea and Iran. He was working for two of them within a year.

OK, back to the MAIN POINT. McGonigal has been on EVERY SINGLE RUSSIA RELATED EVENT SINCE 1996. And probably a lot of China events, too. HE WAS ONE OF THE CASE AGENTS ON GHOST STORIES.
By 2005 - just 9 years into his FBI career - he was the Unit Chief of Global Counterintelligence at FBIHQ, focused on South-Asia and the Pacific Rim - ie China.
In 2010, he stood up the Wikileaks task force, and although the resume is jumbled, apparently had responsibility for serious computer vulnerabilities. He was on this job when Snowden stole everything and left for Russia.
Snowden's treason on McGonigal's watch did not stop his ascension - he was moved to Special Agent In Charge of Counterintelligence and Espionage in Maryland/Delaware in 2014. THAT PUT HIM WORKING WITH ROD ROSENSTEIN.
And he went up from there, too. In 2016, he went to FBIHQ as the highest ranking counterintelligence and cyber official.
And he went from there back to the NYFO just in time to help tank Hillary's campaign for President.
Bottom line - McGonigal was there for EVERY major counterintell and espionage case since 1996. He RAPIDLY advanced. He had 150 agents - the largest counterintell force in the US - under him in NY. AND BY 2017 AT THE LATEST HE WAS COMPROMISED BY CHINA AND THEN RUSSIA.
It's an unmitigated disaster.
