In November 2009, the list of the NRO beneficiaries was first released officially on the orders of the sitting Premier Yousaf Raza Gilani.

The "Four-Point Formula" for the resolution of the Kashmir conflict was proposed by former Pakistani President Pervez Musharraf in 2006.

The four points are:

1/4 Demilitarization: The gradual withdrawal of military forces from the region and the reduction of their visibility.
2/4 Self-Governance: Providing greater autonomy to people of Kashmir,with goal of enabling them to govern their own affairs.
