Attorney Mark Cerel adds points of clarification on 40b
Affordable, capital A is a legal term for affordable units deeded as such, it tends to get confused with the little a, affordable units, which are more market rate and can vary from community to community #edc0222 never mind what one person may deem as affordable
The 40b number today remains statistically at 11.96% as the 2020 census data has not yet filtered through the systems. Projection says we need more legally affordable units in the next 10 years to attempt to remain above 10% #edc0222
Accounting for the SHI, ownership counts for the % of the affordable units, for rental if the project is exceeding 25%, then all the units count towards SHI #edc0222
There are instances where a property can drop off the SHI, I.
E. Glen Meadow for example #edc0222
There is a gap in our proposed inclusionary zoning as we're proposing 10% minimum vs. the 25% of affordable, but the MBTA community is capped by the current legislation at 10% (Baker admin) there is hope that the current administration may change that #edc0222
Much discussion on the different projects, and one coming up is 25% affordable, vs the Episcopal Project which is 100% affordable, there are different starting points and paths but ultimately one process which considers all the zoning and community considerations #edc0222
Shifting discussion to the 121 Grove St project overview #edc0222
Project team presenting (names and proper spelling to be added later) #edc0222
85 units would be affordable at 121 Grove St but as it is rental, all the units, would count towards the SHI as mentioned earlier #edc0222
The developer for 121 Grove is also the one who did the Dean Ave apartments at Station 117 #edc0222
There is a wait list for their affordable units, HUD sets the rents, they don't, they do use a discreet process for vetting applications and allocation of units
Preference for local vs outside the area, his experience has been if not from the immediate community usually the neighboring areas account for the applications #edc0222
Emphasis to be made on these being draft, there is still feedback being sought and incorporated, will it be major, maybe not a lot but it is very much a working draft. #edc0222
Question on the land use going to 40v vs commercial industrial but given the space and land apparently can't get a single large building on the site it has been on and off the market over the years, #edc0222 it is a choice for the Council to make ultimately
Cobi has some likes and some dislikes for this property to work better, maybe a shuttle to be considered. It is not walkable, it would require car traffic to go anyway, it is quick access or drive but a "drive". Good feedback #edc0222
Halligan agrees that the property itself is not feasible for commercial industrial, he has looked at it previously #edc0222
This brings the informative evening to a close #edc0222
Melanie - very excited about the promise for what the space can provide, in particular an opportunity for agriculture education as well as the open space #osrp0223
Susan - wanting to keep the space open with passive recreation, it does provide us an opportunity to maintain some of what Franklin was
